They wouldn't have to keep rewriting their procedures is they'd just taken the time to study the body of work left by the late Jim Cirillo, the dean of the gunfight. The first thing Crillo would tell you is don't ever expect a single bullet to end a fight. Not even if that single bullet is a 12-ga. slug.

The single best result to have came out of the FBI's '86 Miami debacle was it led directly to the FBI's new 8-phase bullet testing protocol. The fact that bullet manufacturers now are seiously invested in building bullets to meet the new FBI standard is the primary reason for this latest resurgence of the 9 millie.

It bears mention that all of the good guys who were killed or received permanently debilitating injuries in the Miami shoot-out had been shot with the AR. Despite both having been shot at least six times, the proximal cause of the death of both perps (and SHAME ON Am Shooting Journal FOR MENTIONING THEM BY NAME) was a .38+P delivered at powderburn range while they sat in their (would-be) get-away car (can you say coup de grâce?).

My Scandium snub nose 38+P is amazing. This little barreled revolver nearly outshoots my semicustom 1911 in accuracy
