Probably when he gave a thumbs down to Obamacare repeal. After that he was as good as retired. But no, it was his seat. Horse manure. That Senate seat, like any, are open during an election cycle or when a Senator can no longer represent (ie vote) constituents due to end of life issues. Repeal the 17th ammendment and this problem goes away. The Senate was supposed to represent the states; the house represents the citizens. Governor Ducey should have appointed a replacement for McCain when he left for Arizona, never to return to DC.
