The Democrat President at the time was Lyndon B. Johnson who had a 55% approval rating and total control of the government.
That's surprising. I though Johnson's approval rating, at the time, was in the dumpster mainly because people were sick of the stalemate in Vietnam Johnson thought he didn't have a chance of being re-elected.

The Democrats are hoping for a re-run of Roy Moore: (a) because they have nothing with which to block the nomination, and (b) because they know that the Republicans are idiots who are all afraid to call a woman what she is - a blatant, partisan liar. They know they have traction with the despicable Jeff Flake, and they smell the weakness in Grassley and McConnell. The moment that the Republicans delayed the confirmation vote, the Dems smelled blood and doubled-down.
