So Roosevelt said Congress could give the President the power to enlarge the size of the Court.

I seriously doubt that she's smart enough to think of this approach to packing the SCOTUS. My guess is that she meant to impeach one or more of the sitting Justices and substitute Dem replacements. For someone with the IQ of dust, the approach mentioned here is simply too sophisticated for her to think of it.
