These killers have sick soles.
But they’re certainly leaving their footprint in life.
They are ARCH criminals.
But investigators can’t shoe the whole away like it’s not really happening.
Either way, something smells bad about the whole thing.
There is a simple explanation for this.
1. The Puget Sound area is the end of the line for a current train out of the Pacific. All kinds of junk washes up there.
2. The synthetic material of athletic shoes is impervious to salt water and wave action, as well as sea scavengers. It also is buoyant.
The feet belong to unfortunate crewmen who have washed overboard from vessels in the Pacific freight lanes. Sharks and crabs devoured the rest of the bodies but could not reach the feet. Once the bones become disjointed by scavengers and/or wave action, the shoes float in the current and wash up in the Puget Sound area (along with containers, scrap lumber, derelict boats and every other kind of debris).
Sarge: You found what in 19 feet of water?
Patrolman: No Sarge. We found 19 feet in the water.
I find it a bit hard to believe that such a crazy culture existed in North America into the 19th century and they're virtually unheard of. I'd think it would have been in all the dime pulp magazines of the day and the legend carried over 'til now.

They don’t want the perpetrator(s)
to get a foot up on them, and are
pretty much stumped at this point.
For them to get to the bottom of
this will be quite a feet. But they
will, as none of them wants to feel
like a heel. They will toe the line.
