He is talking about from the holster. Depending on the distance, the Front Sight school in Vegas, for example, uses test times from .9 sec to about 1.8 sec for a controlled pair to the thoracic cavity from the holster and under a cover garment. That takes some practice to get to, and adding movement makes the shooting way less accurate. Its all doable with enough training/practice, but its not “easy”.
