IIRC, we are FORBIDDEN by US law from checking Japanese cars for radioactivity at their ports of entry.

On the plus side Japan checks them before they are allowed to be exported, and, of course, our border security which checks for smuggled dirty bombs would detect any problems, right?

Joker. It is not because of a nuclear spill. It is because of government involment or non-involment like not eliminating sea lions and seals. Let’s have a hunting season on seals and sea lions like we do animals.
