Same incompatible PDF reader error. They ask you to download the latest Adobe reader. I wish you well in your efforts.

I could not get link to open in my browser so then I did "save link as" and then opened it manually. Same here. Touchy file, though. I can get it to open in Acrobat Standard and Foxit, but SumatraPDF (streamlined PDF reader) can't do it.

If I use Chrome it just goes to a wait page. Didn’t try Edge, but I doubt that it would work.

If you are getting “Please Wait...” move your cursor to top of page and a drop down menu will appear. On the right side there will be a downward arrow. Download it. If it doesn’t open automatically go to download file and open it using adobe.
