I don’t think the punishment of demoting him was appropriate. If otherwise he had no other problems, I think he should have been warned, but not demoted.

He's lucky he didn't get court martialed. Back in 2005 President Bush had prostitution redefined as "sexual trafficking" and added it to the UCMJ as a specific violation.
