Cede those towns to Mexico and build around them. If they want to be Mexican make them Mexican. Make sure no legal border crossings are close and residents of said towns will have to go to the furthest legal border crossing to be allowed to cross.
Trump can simply say:

Really need to see more detail or validation, but if it is true, city mayors could stop the federal government from enforcing/carrying out national border security, this would clearly be unconstitutional.
If true, it becomes just more anti-American treachery and lawlessness, designed by legislators to try and damage Trump. Trump could not sign such an illegal document, and it will have been busy design.

And this is news? The Democrats need voters. As an attorney, I investigated insurance fraud (civil RICO). Of the several thousand cases of fraud, most of the perpetrators claimed to be from Mexico. Many of whom were registered to vote. All of those were registered as Democrats. I contacted the Nevada Secretary of sState regarding the same. Unfortunately, he was a Democrat so my calls went unanswered.
ALL mayors along the Rio Grande are demonrats. So this would in effect be a poison pill...
