I basically agree with you on impeachment; however, I would say just on a technicality, that impeachment worked with Nixon because he resigned in the face of certain impeachment and conviction. There was never going to be 67 votes in the Senate for Clinton, unfortunately.
Even if the Senate had voted for impeachment, Clinton would have told them where to stick it...
The fact is, impeachment has and never will go all the way because if it ever did the President (whomever it is) would be able to declare that the congress is acting unconstitutionally and without cause, and the matter would then go to the Supreme Court. The court may, or may not declare that impeachment does not apply... Because let’s face it... The wording is rather vague... Treason, Bribery, or other high Crimes and Misdemeanors... That means what exactly?
Did Clinton commit those crimes... You’re damn right he did and they didn’t convict him because they were too scared to put the United States into a situation that could potentially end in revolt and anarchy. And if either of those situations occurred... Who controls the military?
The commander in chief does. So Clinton could have just said... Come and get me... Oh, and by the way... The Marines standing guard outside my door will shoot you before the shoot me because they take orders, and I’m the one who gives the orders.
Impeachment a good tool for removing pretty much everybody except the President. Removing a President is far to risky a proposition.
