It is his VERY FIRST executive order.
Why doesn't it apply to Trump?
Release Obama’s college transcripts: no can’t do that, privacy; Release Obama’s college applications: no can’t do that, privacy; Release Obama’s college papers: no can’t do that, privacy; Release Obama’s passport and travel visa info: no can’t do that, privacy; Release Obama’s application for new SSN: no can’t do that, privacy; Release Obama’s full Birth Certificate: no can’t do that, privacy, but here’s a sham of a copy.
Raid Trump’s lawyer’s office: no problem; Tap Trump’s phones: no problem; Bug Trump’s offices: done and done; Leak Trump’s tax docs: no problem; Track down Trump’s old hookers: here you go.
It should and Trump should throw that up in their faces.

(d) If the President decides to invoke executive privilege, the Counsel to the President shall notify the former President, the Archivist, and the Attorney General in writing of the claim of privilege and the specific Presidential records to which it relates. After receiving such notice, the Archivist shall not disclose the privileged records unless directed to do so by an incumbent President or by a final court order.
Unless Trump made an exec order that cancelled this, it’s still in force and active.
Only certain records are affected:

If you read the EO you posted a link to, it only applies to the Archivist of the United States.
And it doesn’t prevent disclosure, it simply requires the archivist to give the President a 30 days notice, so that the President can claim executive privelege.
And even then it allows disclosure if a “final court order” (One in which there is no appeal) has been received.
Does that mean that President Trump could instruct the Archivist to reveal Obama’s sealed records to himself and the AG while sealing his own?
