I thought that time limits regarding “speedy trial”,”indictment”,etc,etc were put on hold when the individual in question is a fugitive.

That’s true under U.S. law. The statutes of limitations are suspended for fugitives, too.

But the time limits described here are for extradition ... which means they’re set up under the other country’s laws, not ours.

The last thing a criminal defendant ever wants is a speedy trial. They all sign speedy trial waivers.
