It came from, as noted, a Field Office. It is not to be found on the Official FBI site. I just spent more than 15 minutes searching the official FBI website and I cannot find this document.

It first appeared posted on Scribd.

So, I went to scribd, apparently the only place on the internet it exists, other than by news articles. It was uploaded by one Kelli R. Grant:

So, who is Kelli R. Grant? Surprise - she works for Yahoo!

If anyone thinks the FBI officially gives internal documents to Kelli R. Grant, that person is beyond hope.
