I think this is simple.
The Violent Crime Control and Law Enforcement Act, enacted in 28 U.S.C. § 994 note Sec. 280003, requires the United States Sentencing Commission to increase the penalties for hate crimes committed on the basis of the actual or perceived race, color, religion, national origin, ethnicity, or gender of any person.
National Origin discrimination involves treating people unfavorably because they are from a particular country or part of the world. Americans are nationals and citizens of the United States of America with the right to exercise free speech privileges within their country based upon the first amendment and other guarantees within the Constitution.
Deduction: anyone that attempts to disrupt or cease the efforts toward the exercise of free speech is guilty of a hate crime based upon the definition of nation origin. If any are caught, extend their confinement accordingly by law. And since this is upon such a grand scale, thousands, the sentence should be levied accordingly.
