What’s your point? The President cannot make law either. Article I Section I “All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives”. Or are you suggesting that the states should regulate the press?
You are pretty determined to miss the point. The states were allowed to make laws about speech. No one is allowed to make laws or rules about arms.
