What does that mean exactly? They got a few $$ once in a grant? They were established by the CIA? US politicians sometimes appear on there?

It means it gets partial funding from the U.S. Agency for Global Media, like Voice of America. It’s a spin-off of Radio Sawa and put together by the same guy that ran Westwood One. Basically, it’s an international, Arabic-speaking, pro-American NPR that hits mostly the ME and parts of northern Africa.
