IMHO it goes back to right after 911 when Congress essentially gave cart blanche to the IC to protect Americans. But absolute power corrupts absolutely and before long this authority morphed into political spying, perfected by Obama and his minions. Trump was just next up. It could have been Mitt, again, Jeb, Marco, who ever. Obama’s people were so embedded in the bureaucracy and they were readily accepted by the career deep state especially at the State Department. What did surprise me was the depth of corruption at Justice.
