Here's what the bill says:

SENATE BILL NO. 64
Offered January 8, 2020
Prefiled November 21, 2019
A BILL to amend and reenact § 18.2-433.2 of the Code of Virginia, relating to paramilitary activities; penalty.

---------- Be it enacted by the General Assembly of Virginia:
1. That § 18.2-433.2 of the Code of Virginia is amended and reenacted as follows:
§ 18.2-433.2. Paramilitary activity prohibited; penalty. A person shall be is guilty of unlawful paramilitary activity, punishable as a Class 5 felony if he:
1. Teaches or demonstrates to any other person the use, application, or making of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, knowing or having reason to know or intending that such training will be employed for use in, or in furtherance of, a civil disorder; or
2. Assembles with one or more persons for the purpose of training with, practicing with, or being instructed in the use of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, intending to employ such training for use in, or in furtherance of, a civil disorder; or
3. Assembles with one or more persons with the intent of intimidating any person or group of persons by drilling, parading, or marching with any firearm, any explosive or incendiary device, or any components or combination thereof.
2. That the provisions of this act may result in a net increase in periods of imprisonment or commitment. Pursuant to § 30-19.1:4 of the Code of Virginia, the estimated amount of the necessary appropriation cannot be determined for periods of imprisonment in state adult correctional facilities; therefore, Chapter 854 of the Acts of Assembly of 2019 requires the Virginia Criminal Sentencing Commission to assign a minimum fiscal impact of $50,000. Pursuant to § 30-19.1:4 of the Code of Virginia, the estimated amount of the necessary appropriation cannot be determined for periods of commitment to the custody of the Department of Juvenile Justice.

So does this mean any libraries or bookstores that have copies of the Anarchist's Cookbook would be guilty of a felony? And another thing: "A person shall be is guilty of unlawful paramilitary activity, punishable as a Class 5 felony if HE...:" What happened to "gender neutrality"? OH, yeah, it doesn't apply when the masculine denotes a negative. Silly me.

So that means that police academy installations, National Guard installations, and US military bases would be restricted, yes? How about shooting ranges, for police and Guardsmen?

Read the whole thing.

“knowing or having reason to know or intending that such training will be employed for use in, or in furtherance of, a civil disorder”.

Doesn’t excuse the bill, but does change the meaning from what it’s being attacked as.

Either a moron wrote this bill or a Stalinist Socialist wrote it to “umbrella” everything in it. It infringes on 1st and 2nd Amendments and would make criminals out of everyone including those who wrote this bill. Explosives and incendiary devices could include everything in Science and Biology! Just another Treasonous act from Traitors who wrote it!

This is precisely their intention. They want all NRA members in jail for life. They want honest, non-violent gun owners arrested and their guns confiscated.

This is no mistake. It’s the first step on the way to their ultimate goal: no guns in the hands of law-abiding people, and guns owned and traded freely by violent criminals.

The Virginians who contributed so much to the American Revolution, and to the founding of the United States of America and its Constitution, are spinning in their graves.

The Second Amendment guarantees the right of citizens to be armed against the time when government overreaches to the point of tyranny, and demands to be revised, by force of arms if all else fails.

This bill is beyond outrageous. "Civil disorder" was the initiating mechanism of the Revolution that created this Country.

Ok, before all of you read ONLY the first clause, you may need to hear this:

This law has been on the books of the commonwealth since at least 1987.

And, more importantly, it clearly states that any of these activities conducted WITHTHE INTENT TO CAUSE A CRIME is a CRIME.

Ya know, there is a law on the books that clearly states that possessing a firearm is a crime too! (if you are a prohibited person per fedlaw and or use it commit a crime)… See how important the whole of the cloth of the law is?

No, this law will not close all firearms or militia etc training, das can still teach junior or miss to shoot, but with the clear intent NOT to commit a crime. As it should be, right? This around the third go round of this specious headline so far. READ THE WHOLE thing people, you are smarter than them, right?

Sorry for the caps, but sometimes one’s voice needs to be raised a few octaves or tones or whatever.
