How many people are sitting in federal prison right now never had the opportunity of a judge asking them to come up with their plan to avoid future violations?

Here’s the thing: There’s probably hardly anyone in prison right now based on evidence obtained through a FISA warrant. My understanding is that those warrants are rarely used in cases where an American is actually prosecuted for a crime. All the FISA warrant does is provide legal cover for the CIA/FBI to do surveillance that they’ve already been doing for years — in case they need to cover their asses later.
