This seems to hit the general point.
This was a club, and parents/guardians were expected to contribute and participate. Specific bad actors should be punished, but not by taking the resources of thousands, hundreds, or even dozens of non-participants.
Just like the Church, the Scouts are not liable for individuals committing individual crimes; they will be liable for hiding it or enabling more. No organization (including employers) is sued because of a first-time offender with a clean record; they are sued when they know, or should have known with proper screening/due diligence, and ignored the warnings.
