Why does the author need to point out that Markle is half-black?
That seems rather odd to me.

Because the author is a racist, clearly.
I suspect the fraction is much closer to one sixteenth. She is about as black as Camel, a Harris.
Never mind that Me-again isnt half Black. She is a quarter Black. And all the while complaining about her treatment because she is Black, she straightens her hair constantly and had a nose job so she wont look as Black. I think the woman is one French Fry short of a Happy Meal.
And it isn’t even true. She’s at most a quadroon; more likely an octroon. And we all know that the octroons made the most prized prostitutes and mistresses in old New Orleans.

I don’t understand. What exactly is the odd part? Is the statement not true?
I see what you are saying. At first glance, it seems rather gratuitous & tacky. But when you consider that a writer has to craft an article knowing that not every reader knows the background details of every story, it becomes more understandable. One of the central themes of Meghans time in the spotlight has been her racial heritage, her “wokeness” politics & her celebrity/Hollywood past. Each of those aspects informs parts of the melodrama that always surrounds her. I don’t think the author intended that as a racist comment.
