Each one of these Governors were elected to the Office they hold by a majority of those who voted. The people who voted for them knew that they were bastards and son of bitches, and crooks as well before they voted for them. So the blame goes back to the voter.
As the last voting patterns have shown, the people had rather be ruled by a crook or tyrant than be governed by an honest person. And most of the time they get what they ask for.
