He shut down the access to the database, which was immediately followed by finding another way to dig up mud. They settled on Carter Page...and CIA assets Misfud, etc. Then remember, they changed rules to allow greater access. Soon unmasking requests skyrocketed. And finally it was determined whistleblowers could use second-hand information.
