Funny you should mention that.... Just so happens that the genius government opened a new place where citizens can SAFELY enjoy seaside activities:
Mojave Beach.
Surfing, snorkeling and scuba diving are allowed but you must wear your mask, or wear your mask under your snorkel or scuba gear (tricky but can be done.)
