Not all were, but in those cities which were hit the hardest, they were. IIRC, the President said that the lockdown would slow the spread to smaller cities and towns and prevent the overload there and also ameliorate the overloading in large cities that were already overflowing.
As I said Im not sure the lockdown did any of that. For weeks I heard we are just 2 weeks behind italy. I got daily emails from my hospital how were going to handle the overload and God for me triage care. It never happened. Those hospitals in New York that were overloaded are generally chaotic and would be swamped by a bad cold season. Add to that the nursing homes being forces to take covid patients and it turns out they manufactured their own crisis
That said it is unclear the lockdowns changed the course or amount of illness at all. Just because 2 things happened. together does not prove causation. And the areas locked down the hardest have been those hardest hit - so maybe the lockdown causes the spread of disease....
