It is definitely a case of excessive force, and probably manslaughter. Once you have somebody in handcuffs, they are restrained. I’m told the standard procedure is to put them in the back of the squad car.
Probably manslaughter. Will have to look at Minnesota law. They were also taunting him, saying "get up, get in the car", and "get up on your knees" while crushing his face into the pavement. I can't believe the other three cops just shuffled around after the guy was unconscious. None of them should ever carry a badge again.

I am guessing that you have never tried to restrain or place anybody into the back of a cruiser who doesn’t want to go.
If you don't put a knee on their neck, they might jump up. kick you and run away! < /sarc >
