That is an issue here in NJ because the bankrupt cities can’t pay for their own services anymore. Camden NJ was touted as a city that “disbanded its police force” - but they actually just turned over law enforcement to the county. Now the county foots the bill, but the county hires the cops - and Camden’s law enforcement today is more white than it was before.
Given that the county is larger than Camden, I would expect there to be more white cops. You are right to say that the experiment in Camden is hardly a defunding. It is more like a small city putting the onus and cost of policing onto a wider area.
