The Norks probably don't have thermonuclear weapons. The blast/heat radius from pure atomics won't go too far into the suburbs.

It will however do nasty things to transport, supply chains, and panic / emergency supplies; particularly if more than one is used.

And if they loft an EMP (I think I've read, either they, or Iran, has lofted satellites to the sweet spot in altitude for that), all bets are off.
