Why would a U.S. employer bother hiring Americans — or even H-1B immigrants — if it’s easier and cheaper to do the work in India or the Philippines? HIPAA laws and Information Security (Financials, Social Security numbers) make offshoring a lot of this work prohibitive.

That’s a very good point. I was thinking more about software development and engineering work where personal information is generally not involved.
