I always thought Biden was there for one reason only, to keep the nomination away from Bernie. But Biden cannot withdraw until after the convention. That way the DNC big shots get to choose the nominee.

If by “important city”, this is taken to mean that Phoenix is the only important municipality in Arizona, then yeah.
But Arizona is not only Phoenix, even though the city has a preponderant influence on all else in the state. Though Arizona seems otherwise sparsely populated, the influence of Phoenix is somewhat exaggerated.
But Joe Biden does not enough acuity to fully take advantage of this apparent leverage.
