I’m not sure how much more he can do. Going on Fox and declaring that “the Leftists are the REAL fascists” is the nuclear option, isn’t it? I mean, once these activists hear that they are the “real fascists (i.e. “Nazis”), then they will experience shame that will make them stop these horrible acts. AG Barr has fired his main weapon. God have mercy on their souls. Yes, sarcasm.
Barr did not identify any course of action, nor display any leadership in defending anything other than the reputation of the DOJ.

No, the MINIMUM measure that I would regard as “taking the gloves off”, would involve large numbers of arrests, with the arrested having their mug shots, real names, and addresses publicly available so that employers would forever be able to steer clear of these guys.
MINIMUM would involve the arrested having to stay in jail, bail denied, and put through at least as much hell as General Flynn had to endure. I would want the Justice Dept to focus on bankrupting the people providing the rioters with legal help.
Then declare the Democratic Party a terrorist organization and ARREST them all beginning with Congress, then states, then cities.
Better to de-certify the Democrat National Committee as a valid political organization for promoting Kamala Harris as a Presidential candidate who is clearly not a natural born citizen.
