Yeah I was kind of wondering that myself.
Sure some places have cloud cover but it was my understanding that we all saw the same moon phase every night.

Winter and Summer full Moons can’t be seen from the poles. Summer full Moon, not from the North, Winter full Moons not from the South

You can see the Moon with a good pair of binos. Mount them on a tripod if you want a steadier image. You can also sometimes see the moons of Jupiter. If it is dark enough, you can see most of the Messier objects with Binos.

So it has to be a Halloween full moon near noon GMT to be really scary. How much of the news is trying to make the trivial exciting and the coincidental profound?

Winter and Summer full Moons cant be seen from the poles. Summer full Moon, not from the North, Winter full Moons not from the SouthVery true, but I seriously doubt this fact is included in the spirit (no pun intended) or inclination of the headline.

And Halloween seems to be a thing worldwide.
In Texas from 1836-75, every full Moon was a Commanche Moon.
The week of a full Moon was when Commanches did much of their raiding.

The point the author doesn’t quite make is that if the full moon time is too far off noon GMT much of the world will be October 30 or November 1. For example: 1974 Oct 31 01:20. Since it is 1:20 AM in England, the Western hemisphere got an entirely non-spooky October 30 full moon.
