This is a common practice for election teams that are competitive nearing election day. There is two months to a transition, prelim work is always done. Concerning the RINOS, that is political no doubt.
I guarantee you Biden’s transition team members spend a lot more time lining up their next jobs and covering their asses than they do working on his transition.
