Yes, requested. But DID THEY VOTE? Unless it can be shown that a vote was cast for each AND COUNTED, they can just dismiss it as an administrative mistake.
The article says absentee ballots were requested and returned. I assume returned means they were recieved by the election officials for counting.
I think that is why there is a reference to whether the poll people were on their toes and rejected these ballots.
