Allegheny County is home of Pittsburgh, which is slightly less corrupt than Philadelphia. I believe what is driving this is my home county, Westmoreland, which provides some of the districts in a razor thin state senate contest in the 45th district.

The Westmoreland County board plays things according to the rules of transparency. Allegheny County is being embarrassed into following similar rules.

On the surface, this seems trivial. But, in reality, a voter who doesn't date their ballot could be providing a "harvested" vote and could not be subjected to the perjury clause without a date.
