You can observe packets by tapping into a network.

White Hat hackers observed packet traffic going to and from the Frankfurt server to Stateside Dominion computers.

I wonder if the White Hats got a tip stating this might happen in order to be in place to monitor the packets. I can tap into a network but I can not observe packets from last week unless it was recorded somewhere (maybe NSA).

A network packet is divided into three parts; the header, payload and trailer, each containing values that are characteristic of it.
Header – The header contains the source address, a destination address, protocol, and packet number.

And he said they couldn't confirm those packets came from Dominion.

He also was tracking traffic from dominionvoting.com which is the Dominion corporate website, not the voting machines. The tabulating machines aren't even connected to the internet and would have no reason to send data to Dominion corporate anyway.

It's this kind of nonsense, which takes 5 minutes to knock down, that makes Rudy's whole circus such a laughingstock.

Contrary to lying trolls on Free Republic, the vote tabulating machines ARE connected to the Internet.

How else did Dominion bring down a couple of voting machines in Georgia with "an overnight software update"...  thinking face
