If they don’t explain the charges in the first 5 paragraphs, it means they believe the reader will think it is bogus.
I just wanted to know the charge!

I’m not clicking on the article, but it wouldn’t surprise me if they don’t even have any possible charges.
“Well, we know he did something wrong - he’s a Nazi after all. So we just want to be ahead of the game on when and where we pick him up once he is charged, no matter what those charges might be.”
Do they really think they should indict a man that knows the secrets? I know I wouldn’t.
