If sea water was used, then the contractor is in trouble. The specs for concrete are always written to use potable water. Every structural engineer knows that.

Yes, well good luck finding anyone who was involved and is still above ground.

Florida man probably reasoned that fish drink sea water so it must be potable. :-)
