Sorry but freight rail system is doing fine. They are being held back by the lack of workers at the docks and truckers to transfer goods.
Fine compared to when? Here in Northern Michigan, the railways are decimated, turned into bike and hiking trails. Trucking jobs are a tool of big labor. Railways were how real freight got moved. They’re vanishing, and trucks are everywhere.
