DC is far up Chesapeake Bay and then the Potomac River which is tidal along the monumental areas. There are flood gates that can be raised to protect expensive businesses and monuments. Usually taised for heavy rain flooding of the river. At such time people along the Arlington, VA waterfront put sandbags along their doors and entrances.
