Could be. As I recall, Chicago doesn’t have term limits. The first Daley was mayor for 21 years. His son was mayor about 22 years, I think. I know there was speculation as to whether Rahm Emmanuel would run for a 3rd term. He declined, but he could have.
Emmanuel probably wanted to bail out, knowing what severe problems Chicago has. I heard Chicago’s bond rating has taken some hits, and the city finances are in bad shape. Rahm wanted out before he got blamed for things.
