Yes. At the time I repeatedly posted to FR the text of the relevant law. One parent was required to have been a U.S. citizen for at least four years after age 14, in order to convey citizenship. Obama's mother was 17 when he was born.

Obama born in Kenya per his Harvard bio August 1961, makes mother 18yo at the time
Hawaii becomes state 1959, if he was born a few years earlier the rules would have been different, as in McCain’s case.

I thought I read somewhere that a foreign born child needed only one parent (18+) to be a citizen of the United States. And if that parent was only a citizen of a American territory, that parent needed to be 21+.
