About the only difference is amount and development of delivery methods. If you are studying varieties of anthrax in southeastern Europe, you will have petri dishes of it growing. But that won't be very dangerous to anyone but the workers until you grow pounds or tons of it, powder it and load it into a delivery method. On the other hand with a disease with easy person to person transmission like flu or COVID, that one petri dish could be used to infect dozens of carriers (witting or unwitting) who can be used to spread the disease around the world in days.
