I see lots of ads in Cali for truck drivers to begin working for trucking companies.
Is there a reason why many of these drivers can't just go from being independent to salaried?

I am doubtful Red China will permit California politicians to do anything that will hinder the import of slave-made products into the American market.
There is too much money at risk to shut down the Red China pipeline. Red China may allow Gov. Gruesome to mess around a little but at some point they will say “Enough”.

This truly affects interstate commerce, without a doubt. It is not some contoured fake commie interpretation of the Commerce Clause as in Wickard v. Filburn (1942). This California law should be struck down pronto.

If a trucker ran one load for a second shipper, they're not just working for one shipper.
The other way around it is to have the shippers split into two independent companies and alternate which one hires out the loads.
