Well, those terms are kind of standard when discussing ethics. Usually, they are used, for example, to say something like: “Employees should make every effort to avoid even the appearance of impropriety”. Which would mean you shouldn’t just avoid making an unethical decision, but you should avoid making an decision which is ethical but might appear to be unethical.

Saying you want to “avoid the appearance of impropriety” or “ensure the appearance of integrity” are kind of interchangeable in that context.
