The black mayor is doing exactly what the city leaders do in African cities; write these wonderful contracts and pass out a lot of tax money to relatives and supporters, don’t pay the company which is actually doing the work, then sue or stiff the company when they complain, then nationalize the company if they still want the service.
This happened to Gibril Wilson when he returned to Sierra Leone to “give back” to his home country. Freetown has endemic trash problems and he started a trash company to solve it and provide jobs. The city stiffed him massively because he was “rich” and could afford to pay for it himself.
