State capitals that aren’t major cities are often the most difficult municipalities to manage effectively. Look at any state where the capital is a small city, and you’ll usually find that the city is one of the worst places to live in that state.
The problem with a state capital is that so many properties in the city do not generate property tax revenue because they are government offices for the state AND the city itself.

The problem with a state capital is that so many properties in the city do not generate property tax revenue because they are government offices for the state AND the city itself.Philadelphia has a wage tax that charges anyone who works in the city, whether they live in the city or not. Also, Philadelphians who work outside the city still have to pay the wage tax.
