Can a President pardon a person prior to a conviction? I don’t think so, that would be a pardon after his presidency ended.

Pardons, even blanket pardons not naming individuals, before charges has been done several times in US history. Confederates in the aftermath of the Civil War, Vietnam draft dodgers, and Richard Nixon are examples.
