This might be the worst-case scenario.

Now we have men serving hard time suddenly sent to military training together forming the bonds, learning to fight as a team, fighting as brothers in war, and assumedly conducting whatever crimes and crime operations they could conduct during that time, living and fighting together and making plans for the future along with whatever they can steal from the military during that period.

Rather than individual veterans joining a mafia, this is forming mafia groups out of the labor pool of prisoners that were brought together and made into army groups by the thousands.

Even the existing Russian Mafia may find there is a new order taking over power within and without their organization.
